Around 25 conservation areas include the nationally significant Harrow-on-the-Hill village, Pinner Village, Hatch End and Stanmore. Green Belt covers the northern parts of the borough. The Harrow and Wealdstone regeneration area is a designated Metropolitan Centre with significant development ambitions. Pinner has a well-preserved historic village character. The Metropolitan Line and London Overground serve the borough.

Building regulations approval is required for most structural work, extensions, loft conversions, new windows and heating system changes. You may use either the council's own building control service or a private Approved Inspector. For listed buildings, building control must be coordinated with Listed Building Consent requirements.

Harrow-on-the-Hill is one of the most complete pre-20th century hilltop settlements in Greater London. Harrow School has over 30 listed buildings on its campus including the Fourth Form Room (Grade I) and the Speech Room (Grade II*). St Mary the Virgin Church (Grade II*, Norman origins) crowns the hill. Pinner Village has a remarkably intact medieval street plan with the Church of St John the Baptist (Grade II*) and numerous listed houses. Listed Building Consent is required in addition to planning permission for any works to a listed building that would affect its special architectural or historic interest, including internal works.

Flood risk in Harrow is associated with the River Colne, Yeading Brook and Roxbourne. Properties near these watercourses in South Harrow and Yeading should be checked carefully. The Welsh Harp reservoir to the south-east creates some residual flood risk. Surface water flooding is a risk across the suburban areas.
