Cheshire reorganisation (1 April 2009): Cheshire County Council and its 8 district councils were abolished and replaced by two new unitary authorities - Cheshire East Council and Cheshire West and Chester Council. Warrington Borough Council has been a unitary authority since 1998 and is entirely independent of both. There is no Cheshire County Council - each unitary is both planning authority and highway authority for its area.

Cheshire East Council

Key planning considerations: Macclesfield is within Green Belt and close to Peak District NPA boundary - detailed boundary checks essential. Crewe HS2 Phase 2b safeguarding affects development around the station zone. Knutsford and Wilmslow are popular commuter towns with active neighbourhood plans. Nantwich has a Conservation Area covering the historic town centre. Salt mining subsidence historically significant in parts of the borough (Middlewich area).

Key planning considerations: Chester city walls (Roman fort Deva Victrix) are a Scheduled Monument; Chester Cathedral is Grade I listed; Chester Rows are a unique medieval streetscape - all highly sensitive to nearby development. Dee Estuary (western border) is a SPA/Ramsar site with strict HRA requirements. Stanlow oil refinery (Ellesmere Port) creates an HSE consultation zone for nearby development. Northwich area has a legacy of salt mining subsidence - structural surveys often required. ICI/chemical industry legacy around Ellesmere Port may require Phase 1/2 contamination assessment.

Key planning considerations: Warrington New Town designation (1968) means large areas of planned development with infrastructure constraints. River Mersey runs through the borough - flood risk assessment required for riverside development. Fiddlers Ferry power station site (now decommissioned) represents major brownfield regeneration opportunity. Manchester Ship Canal forms the northern boundary - some barge traffic safeguarding still applies. Burtonwood area has legacy of former US airbase (RAF Burtonwood) - contamination and unexploded ordnance awareness relevant.

Note: The Peak District NPA is the planning authority for all land within the National Park boundary, regardless of which council's administrative area the land falls in. The NPA boundary clips the eastern edge of Cheshire East around Macclesfield Forest, Rainow, and Kettleshulme. Always verify the NPA boundary before submitting to Cheshire East for eastern sites.

Consult the Cheshire HER early for development in areas with known Roman, medieval or industrial heritage. The HER covers the whole county including Warrington. Chester's Roman archaeology is especially dense within the city walls circuit - virtually all ground-breaking work within this zone will require archaeological watching brief or evaluation.

Jodrell Bank Observatory (Grade I listed, UNESCO World Heritage Site) operates under a radio telescope safeguarding zone managed by OFCOM.
